Make EEPROM storage consistent

Update ConfigurationStore to always write dummy values for disabled
options, including FWRETRACT, DELTA, and SCARA. Update the EEPROM
version to “V15.” Also fixes a buffer overrun with axis_scaling in
Config_ResetDefault.
