The debian81 image used before is no longer available.

* Harvest testing configuration into group variables
* Define testing group for Vagrant to use
* Move testing passwords to secrets directory that Vagrant uses
* Update .gitignore to keep the testing secrets

Make a clean distinction between Debian 7 and Debian 8.  Anticipate the
next Ubuntu LTS release (Xenial) that is planned for support.

Update the Vagrantfile so that it is possible (and easier) to spin up Debian
7, Ubuntu 12.04 and Ubuntu 14.04 VMs. Although Vagrant allows spinning up all
of them simultaneously, there may be conflicts assigning host names and IP
addresses.

This Vagrantfile also enables the vagrant-cachier plugin (if installed) to
cache downloaded packages across subsequent runs of the same VM.

Running "vagrant up" will bring up only the Debian VM since it is the
officially supported Linux distributions. Ubuntu 12.04 and Ubuntu 14.04 must
be started explicitly by running either "vagrant up precise" or "vagrant up
trusty".

Use a single Vagrant base box since the one made by Box-Cutter supports both
VirtualBox and VMware (Workstation and Fusion) hypervisors.

* Removed unicode char from task name (ansible 1.3 doesn’t like it)
* Use ansible sysctl module instead of lineinfile
* Wait for only 5 seconds (for fully automated deploy)

Also replace the global variable with a local one
